Selling on GeM: A Guide for Indian Brands

GeM is where Indian government buyers procure, and it runs on specifications and reverse auctions rather than search traffic. Here is what it takes to sell there and whether the margin survives.

Government e Marketplace is the central procurement platform for Indian public buyers. Central ministries, state departments, public sector units, defence, railways, autonomous bodies and a growing set of local bodies all buy through it. It has run since August 2016 and now carries more than 10,900 product categories and 330 service categories. Micro and small enterprises take a large majority of orders on the platform but a smaller share of value, which tells you where the ticket sizes sit.

It is not a marketplace in the Amazon sense. There is no browse traffic to win, no reviews to build, no advertising product. Demand arrives as a requirement written by a buyer, and you either fit the specification or you do not.

Registration on the official portal is free. GeM does collect a one time caution money deposit banded by turnover, in the range of 5,000 to 25,000 rupees, held against seller defaults. Approval typically lands in one to three working days when documents are clean. The most common rejection is a name mismatch between PAN, GST and Udyam, so fix that before you start rather than after.

Catalogue and category listing

Every product must sit inside an existing GeM category with a fixed technical parameter set. You do not write your own attributes. If your product does not map to any category, you raise a category creation request and wait, sometimes for weeks. Plan that lead time into any launch.

Declare your seller type honestly. OEMs get an OEM panel and can authorise resellers against their brand. Resellers need a valid OEM authorisation uploaded before they can list. Listing as an OEM when you are not is the fastest route to losing the account.

Parameter discipline matters far more here than listing copy. Buyers filter on parameters, and one wrong value drops you out of the eligible set for every bid in that category. Audit the parameter sheet the way you would audit a marketplace catalogue, because this is the only lever you control.

How buying actually happens

  • Below 25,000 rupees, the buyer can pick any listed product directly.
  • Between 25,000 rupees and 5 lakh rupees, the buyer compares at least three sellers meeting the requirement and buys the lowest.
  • Above 5 lakh rupees, the buyer floats a bid, often followed by a reverse auction.

In a reverse auction, technically qualified sellers enter a live window, commonly 30 minutes, and bid downward against the running lowest price. Each new bid must beat the current low by a predefined decrement, and bids placed near the close extend the window. Anyone who has sat through one knows what it does to margin. Decide your floor before the auction opens and write it down, because the room does not encourage discipline.

MSE and Make in India preferences

These are the reason a small brand can compete here at all.

  • Under the public procurement policy for micro and small enterprises, a share of annual procurement is reserved for MSEs, with sub reservations for enterprises owned by scheduled caste and scheduled tribe entrepreneurs and by women.
  • An MSE quoting within 15 percent of the lowest price can match that price and take a defined portion of the order.
  • Udyam registered MSEs and recognised startups are exempt from earnest money deposit.
  • Under the Make in India order, Class I local suppliers, meaning 50 percent or more local content, get purchase preference over Class II and non local bidders. You self certify local content, so be able to defend the calculation.

Performance security on GeM contracts is 3 percent of contract value. That is working capital blocked for the contract period and the warranty that follows it.

Payment timelines and what they mean for cash

The formal rule is tight. Once goods are delivered, the consignee raises a Consignee Receipt and Acceptance Certificate. If the consignee does nothing, that certificate auto generates after 10 days. Payment is due within 10 days of the certificate and flows through the public financial management system.

The practical rule is looser. Central ministries generally hold to the timeline. State departments, municipal bodies and some public sector units do not, and 45 to 90 days is common. Budget your working capital on the practical number, not the published one.

Note where the delay actually comes from. It is nearly always an inspection or acceptance step at the consignee, not the payment rail. Deliver clean, get the acceptance certificate closed, and chase the officer rather than the portal.

Does the margin justify the process

  • Reverse auctions compress price toward cost in commoditised categories. Without a specification advantage you win on price or you do not win.
  • You spend nothing on advertising. There are no returns, no RTO and no customer acquisition cost.
  • Order sizes are large and often repeat annually against the same budget line, which makes forecasting easier than any consumer channel.
  • Working capital is blocked at three points: performance security, delivery before payment, and the acceptance lag.
  • Compliance overhead is real. Somebody has to read bid documents, answer clarifications and manage delivery paperwork. Below roughly 2 crore rupees of annual government revenue that cannot be a dedicated hire, so it lands on someone already busy.

GeM works well for brands with a differentiated specification, genuine local content, MSE status and a balance sheet that can wait for payment. It works badly for a commodity seller on thin margins who cannot fund 60 days of receivables. Treat it as a channel with its own economics, not as a rescue for a weak quarter.
